A Dinna Ken!

"A dinna ken!" is Scottish for "I don't know!", and is this instance I am using it to register disbelief! I have just read a story on the BBC News website stating that sporran wearers will be required by Scottish law to hold a licence for the aforementioned item!
Apparently this is to ensure the lawful killing of animals, as a larger percentage of sporrans are made from animal fur. This law will only apply to sporrans made after 1994.
As a Scot and a sporran owner this obviously worries me! At this point people who know me will be saying, "But you're a Londoner!!!", this is where I will make it clear that my official party line is that I am a Scot born in London. There is a difference, and for those of you who would like me to explain, I'm not sure that there is an explanation, other than, yes, I was born in London, but I see myself as Scottish. Again, those of you who know me will probably make sense of that!
Anyway, back to the point. I am worried, because I have absolutely NO idea when my sporran was made, and the maximum penalty for breaking this law is a £5000 and 6 months in prison, and I don't fancy either punishment, never mind both. The BBC website having put the fear of God into me this morning, did not, however, inform me how to avoid this fate. It did not tell me how to date my sporran, and more importantly did not tell me how to get a licence should I need one.
If anyone does have anymore information on this please let me know, because I really don't fancy getting carted off by the police next time I go out!
Which makes me wonder, who would police this new law, the fashion police?
